PAVE QSE Professional Skills Study Guide (2027)
Professional Skills is one of two subcategories in Domain 3, One Health and Professional Standards, of the AAVSB's 2027 Qualifying Science Examination (QSE) outline. The AAVSB lists it as "Professional Skills (e.g., Animal Welfare, Ethics, Communication, Medical Records, Wellness)": the non-clinical side of practice that North American boards regulate, from what a medical record must contain to when a veterinarian may share it. The AAVSB does not publish question counts per subcategory; the official figure is the domain weight, 8 of the 155 questions in the 2027 outline. Study it from the documents boards actually use, because much of it differs from practice elsewhere.
This guide is part of our QSE study guides by subject and expands the professional skills section of our Domain 3 One Health and Professional Standards guide. Practice questions for every subcategory are in our QSE question bank mapped to the 2027 outline. Facts were checked on 7 October 2026 against AAVSB model documents, the AVMA euthanasia guidelines, federal regulations and CDC. Licensing rules are set by each state or province, so treat this as general study information, not legal advice. navleexam.com is not affiliated with AAVSB, AVMA, ICVA or PSI.
Why Use the AAVSB Model Documents
The AAVSB publishes a Practice Act Model and companion model regulations that state and provincial boards use when writing their own rules. They are not law anywhere until a jurisdiction adopts them, but they show what regulators expect. Since the AAVSB also runs the QSE, they are the most direct guide to this subcategory. The ones that matter most here are the Practice Act Model (updated 2026) and the model regulations on Medical Recordkeeping (approved September 2025), the veterinarian-client-patient relationship (VCPR) and the Safe Haven Program.
