PAVE in Canada: Licensing in Ontario, Alberta and BC

A PAVE certificate can lead to a veterinary licence anywhere in Canada, but not directly. You first use it to earn the National Examining Board's Certificate of Qualification (CQ) through the "NEB + PAVE" pathway, and then you apply to the provincial regulator, such as the College of Veterinarians of Ontario, the ABVMA in Alberta or the CVBC in British Columbia. Two conditions matter most: your QSE pass must date from September 2014 or later, and if you need more than three attempts at the NAVLE you must also complete the Clinical Proficiency Examination (CPE). This guide covers both, then walks through the three largest provinces. It sits under our list of where PAVE is accepted.

This is general information, not legal or immigration advice. In Canada, each province licenses veterinarians under its own law, and rules and fees change. Confirm with the CVMA National Examining Board and your provincial regulator before you commit. How Licensing Works in Canada

The NEB is not a licensing body. Its FAQ (December 2025) explains that each province has a licensing body established by statute, and that requirements "may differ from province to province." The NEB's job is to certify that graduates of non-accredited schools have met a national standard. It does that by issuing the CQ, which the provincial regulators use as their entry requirement.

For graduates of schools that are not CVMA or AVMA accredited, the NEB now recognizes several routes to the CQ. They took effect on 1 April 2020, after the NEB and the provincial licensing bodies reviewed the needs of these candidates. The one that matters here is NEB + PAVE.
