Can You Start PAVE Before You Graduate? The 50% Rule
Yes. PAVE accepts current veterinary students, and the AAVSB will let you sit the Qualifying Science Examination (QSE) once you have completed at least 50% of your curriculum. The handbook also says the Evaluated Clinical Experience (ECE) can be done before or after graduation, although each host school decides whom it accepts, and some take only qualified veterinarians. The certificate itself waits until your final transcript and diploma arrive. This guide explains what the 50% rule allows, what it does not, and whether starting early makes sense for you, as of October 2026.
This is general information based on the AAVSB's published rules, not legal or licensing advice. Rules change; confirm with the AAVSB (pave@aavsb.org) and the board where you want to be licensed. navleexam.com is not affiliated with the AAVSB.
What the AAVSB Rules Say
Three official statements make up the "50% rule":
- Eligibility. The PAVE Candidate Information Handbook says candidates "must be enrolled in or have graduated from" a school on the AVMA ECFVG-listed school directory, and that "to enroll in PAVE, candidates must have successfully completed at least 50% of their veterinary curriculum."
- QSE scheduling. PAVE Standards and Policies (December 2025) say candidates will not receive the QSE scheduling email until they have completed at least 50% of the curriculum, submitted all credential documents and met the English requirement.
- The clinical step. The handbook says the ECE "is available to students currently enrolled in, or graduates of, non-accredited veterinary schools" and "may be completed either before or after graduation."
The rule exists because the QSE covers what an AVMA-accredited school teaches in its first three years.. For the whole process, see the PAVE program guide.
