Florida Vet License With PAVE: Steps, Exams and Fees (2026)
Yes, Florida accepts the PAVE certificate. Florida law lets a graduate of a non-accredited veterinary school meet the education requirement with either an ECFVG or a PAVE certificate, and the AAVSB has listed Florida as a PAVE state since 2020. On top of the certificate, you need a NAVLE pass and a pass on Florida's own computer-based laws and rules exam. As of October 2026 the board charges $345.25 for application, exam and licensure, plus $24.75 paid to the testing vendor. This guide covers each step and builds on our list of where PAVE is accepted.
This is general information, not legal or immigration advice. Fees and rules change, so confirm everything with the Florida Board of Veterinary Medicine before you apply. Does Florida Accept PAVE?
Yes, and the acceptance is written into the statute itself. Section 474.207 of the Florida Statutes, which covers licensure by examination, allows an applicant who has:
"Graduated from a college of veterinary medicine listed in the American Veterinary Medical Association Roster of Veterinary Colleges of the World and obtained a certificate from the Education Commission for Foreign Veterinary Graduates or the Program for the Assessment of Veterinary Education Equivalence."
The Board of Veterinary Medicine's checklist for foreign graduate applicants says the same thing in plain terms: submit the ECFVG or PAVE certificate if you attended a foreign school of veterinary medicine. The AAVSB's PAVE acceptance list (footer dated 7/2025) also names Florida.
