Do You Need PAVE? AVMA-Accredited Vet Schools Outside the US

If your veterinary school was accredited by the AVMA Council on Education (COE) when you graduated, you do not need PAVE or ECFVG, even if the school is outside the United States and Canada. You apply for the NAVLE and your state or provincial license in the same way as a US graduate. The catch is the date: ICVA's NAVLE rules say the school must be AVMA-accredited at the time of your graduation, and schools can gain or lose that status. Who Needs PAVE and Who Does Not

PAVE and ECFVG exist to show that a graduate of a non-accredited school has an education equivalent to an accredited one. If your school is already accredited, there is nothing to prove. ICVA, which owns the NAVLE, sets out the two groups:

  • Graduates of AVMA-accredited schools are eligible for the NAVLE. Students currently enrolled at an accredited school are eligible too. The school must be accredited at the time of graduation.
  • Graduates of non-accredited schools must be in ECFVG or PAVE and must have passed the BCSE (ECFVG) or the QSE (PAVE) before a licensing board can approve them for the NAVLE.

When the AVMA reported in 2025 that Mexico's UNAM veterinary faculty was withdrawing from COE accreditation, it restated the point: graduates of AVMA-accredited foreign schools who seek US licensure do not need an ECFVG or PAVE certificate.
